Street Outreach

Street Outreach includes essential services related to reaching out to unsheltered homeless individuals and families, connecting them with emergency shelter, housing, or critical services.

Outreach efforts proactively seek all unsheltered people within the CoC geographic area, including people living in encampments or tent cities, and not be limited to serving only persons seeking assistance. All outreach is person-centered and emphasizes building rapport and trust to help people obtain housing with appropriate services.

Street Outreach teams work with case conferencing groups to help find solutions that meet the needs of people who may have additional barriers to housing.

Street Outreach (SO) is a CoC program, funded through the Virginia Department of Housing and Community Development’s (DHCD) Virginia Homeless Solutions Program (VHSP) two-year grant program, and administered by CoC grantee agencies.
