Virginia Homeless Solutions Program (VHSP)

Virginia Homeless Solutions Program (VHSP) is a Virginia Commonwealth-funded program for the sheltering of homeless households, the prevention of homelessness, and the rapid rehousing of those who have become homeless. This program is designed to first divert households from homelessness meaning explore other resources a household might have before issuing financial assistance offer other assistance such as budgeting. Our CoC has developed policies and procedures for the VHSP regarding centralized housing intake, shelter operations, homeless prevention program (HPP), and rapid re-housing (RRH).

Coordinated Assessment and Entry Process

Coordinated entry is a process developed to ensure that all people experiencing a housing crisis
have fair and equal access and are quickly identified, assessed for, referred, and connected to housing and assistance based on their strengths and needs. The Western Virginia CoC’s coordinated entry system combines a phone based centralized intake with community-based access points. All access points utilize a common assessment tool, methodology, and electronic information management system to create a responsive community-wide coordinated entry system for everyone experiencing homelessness or at risk of becoming homeless.

By-Name List and Case Conferencing

The Western Virginia CoC housing solutions team consists of staff from multiple agencies directly working with youth, family, chronic and veterans experiencing homelessness, including: intake, outreach, shelters, SSVF, HUD‐VASH, veteran organizations and employment providers within Western Virginia CoC. The team maintains a by-name list (BNL) of all individuals experiencing homelessness and engages in case conferencing to collaboratively and proactively tackle homelessness in the region.
