The Western Virginia Continuum of Care VA-513 is a network of nonprofits, service providers, regional planners, and state and federal funders working together to build systems to end homelessness. A Continuum of Care (CoC) is a regional or local planning body that coordinates housing and provides funding for families and individuals going through a homeless situation.

Comprehensive Services
For Our Community

The Harrisonburg Redevelopment and Housing Authority functions as the fiscal agent for the Department of Housing and Community Development (DHCD) and the HUD Continuum of Care funding. Our CoC includes action steps to end homelessness and prevent a return to homelessness, such as:

  • Outreach, intake, and assessment in order to identify service and housing needs and provide a link to the appropriate level of both;
  • Emergency shelter to provide an immediate and safe alternative to sleeping on the streets, especially for families with children who are in a housing crisis; and
  • Access to housing services to provide individuals and families with an affordable place to live with services if needed. Housing services include:
    • Rapid Rehousing
    • Targeted Prevention
    • Permanent Supportive Housing

The CoC is able to provide funding for efforts by nonprofit providers, and state and local governments to quickly rehouse individuals and families, while minimizing trauma and dislocation. The CoC also promotes access to mainstream programs for individuals and families to become more self-sufficient.
